If you have a business location where you perform this type of business, regardless of how many vehicles are bought and sold, you must be licensed. Depending on exactly what you do in your business, you may need to be licensed in more than one deal license class.
In Michigan as in many other states, the Class A dealer license is obtained by those people that wish to sell new vehicles as a franchise dealer with a contract with a vehicle manufacturer or more than one manufacturers to accept delivery and sale the cars, pickup trucks and other vehicles. Class B dealer licenses give the dealer the right to buy and sell used vehicles. A Class C dealer license makes it legal for a person to buy and sell used vehicle parts. The holders of Class C licenses can purchase wholesale parts and resell them to customers at retail prices. These holders of Class C dealer licenses can also purchase whole vehicles and remove parts for resale, salvaging the remainder of the vehicle and selling it as scrap metal.

A vehicle broker simply brings a buyer and seller together and helps negotiate the price and terms of the deal. A broker can also display a vehicle for sale. The holder of Class D dealer licenses do not have to have the title or ownership of the vehicles or parts that they broker.
